The TokHaar-Kal cape a.k.a Kiln Cape, is the second best cape in the game for most situations, behind the Completionist cape. It is worn in the cape slot and has no requirements to use.
Obtaining the Fire Cape
TzHaar's Shop
You can use your Fire cape on "TzHaar-Hur_Roh" who is found outside the Fight Caves minigame, doing so will make 2 Tokhaar-kal capes appear in stock, these can be purchased for 100k Tokkul each. However, doing so will lose your Fire Cape.
PkP Points
The TokHaar-Kal cape can be purchased from "Eva" in the Edgeville marketplace for 150k Pk points.
