Green elegant is a very rare set of cosmetic gear, due to it being completely luck based when trying to obtain it. The set is often used to show off wealth, thus it is often a desired set by the wealthier players, and due to this the price further increases.

The pieces to this set can be obtained from the voting lottery. This is a lottery that is run every 12 hours, and anyone who has voted since the last drawl will be entered in. So it is very luck based if you were trying to obtain it yourself, not only do you have to win the lottery, you have to receive the right reward.
