The amulet of ranging has no requirement to be equipped and can be worn at level 1.

PkP Shop
You can purchase an amulet of ranging for 25,000 Pk points from 'Eva' who is located in the shops area, north of the Edgeville bank. These points are gained when you kill a player in The Wilderness.
